I do not think this is true.

Unless there is a problem with the engine seals, oil should never be consumed at that rate. Oil lubricates the engine cylindars and drive train, it should never be "combusted" like petrol/gasoline.

Now if the question is how much oil is used when the oil is changed, that is a factor of the engine size and a good rule of thumb is the number of quarts is about equal to the cylindars the engine has. If there is a turbo, add one or two more to the total.
